The Cardinia Shire crossover permit.
Any driveway work that crosses the council kerb, footpath or nature strip needs a Cardinia Shire vehicle-crossing (crossover) permit. Application fee ~$200–$350, plus the crossover slab must be poured to council’s IPWEA-aligned spec (125mm thick, SL82 mesh, set widths). New-build estates in Officer 3809 (Arena, Heritage Springs, Timbertop) already have a developer-built crossover — but widening single to double, or replacing a damaged one, needs a fresh permit. We lodge the application, book the council inspection and pour to spec.
Reactive-clay base preparation.
Officer sits on Class M to Class H reactive clay (AS 2870 mapped). Seasonal swell of 20–40mm cracks unreinforced slabs and lifts poorly-bedded pavers within 2–5 years. The fix is base, not luck: 100mm minimum compacted Class 3 crushed rock under all paving, SL82 mesh in concrete driveways, polymeric-sand in all paver joints (not white silica sand), and proper edge restraints. We compact to 95% MMDD before any bedding sand goes down — that’s the difference between flat-in-year-10 and tripping-hazard-in-year-3.
Drainage spec on a sloping block.
Officer and Beaconsfield blocks slope. Patios, pool surrounds and retaining walls all need designed drainage or they fail. We default to: 1:80 minimum fall away from house and toward grates, polymeric-sand joints (water-shedding), 100mm sock-wrapped ag-drain behind every retaining wall, 20mm clean drainage rock in the first 300mm of wall backfill (not site clay), and grated linear drains where pool-zone slope toward the house. AS 3727 sets the fall and crossfall spec for residential pavements — we follow it.

Base & lay
Excavate, compact 100mm Class 3 base, screed bedding sand, lay pavers or pour concrete, polymeric-sand all joints, edge-restrain. 3 days–3 weeks depending on size.
Handover
Council crossover inspection (driveways), engineer sign-off (walls over 1m), final wash-down, polymeric-sand re-set, 7-year workmanship warranty.
