Growth-corridor zone (Officer, Cardinia Lakes, Berwick Waters, Arena, Timbertop, Heritage Springs, Lakeside Pakenham): young-family new builds on 350–600m² lots. Default brief is exposed-aggregate driveway, bluestone or sandstone alfresco patio, occasional sub-1m segmental-block retaining wall. Class M reactive-clay engineering on every job — 100mm slab, SL82 mesh, 100mm compacted Class 3 base, polymeric-sanded paver joints, edge restraints.
Established / acreage zone (Beaconsfield, Beaconsfield Upper, Pakenham township, Pakenham Upper): older brick veneer or weatherboard homes on 600m²–5+ha lots. Often replacement work — lifting failed 25-40 year old concrete and re-pouring to current AS 3727 spec. Sloping blocks here mean engineered AS 4678 retaining walls on most jobs. Large-format bluestone or granite paver driveways ($180–$260/m²) suit the heritage aesthetic better than modern segmental block.
Permit & engineering thresholds.
- No permit: Back-yard paving with no kerb crossover and no retaining over 1m (most patios, paths, pool surrounds).
- Cardinia Shire crossover permit: Any work that crosses the kerb, footpath or nature strip. Fee ~$200–$350, slab to council’s IPWEA-aligned spec (125mm, SL82 mesh, set widths). Council inspects at pour and completion.
- Retaining-wall building permit: Any wall over 1m retained height needs an AS 4678 engineer-designed wall + Cardinia Shire building permit. From 0.6m on Class H reactive clay we recommend engineering anyway.
- Heritage Overlay: A few specific Pakenham township and older Beaconsfield streets. Planning approval needed before changing front-of-house presentation including driveway material choice.
- Stormwater detention: Cardinia Shire may require on-lot detention for major paving works on existing properties — we check at quote stage.
